Fake Gear: Deca or watered down T?

Friend just got his blood work back at week 5 of his cycle and his total T levels were only 17. They were like 700 pre cycle. He thought he was taking test prop

Would a watered down testosterone cause a shutdown this severe or does this sound more like a deca shutdown? He bought from a sketchy UGL source so I'm thinking they may have sold him deca instead.. Plus he gained like 4 pounds somehow and didn't make much strength gains. Isn't deca known for weight gain too?

Another reason we think it was deca is because his hct was kinda high yet he was completely deficient of testosterone lol. And deca is known to raise hct more than test.

Any recommendations for a pct? I was thinking just nolva would be sufficient but I dont wanna give bad advice to him. And would his test take longer to recover from a deca shutdown than a watered down test prop?
