Yes, you need access to a lab with mass spectrometer, that is you need to hire a lab to do it.

Simec is no longer accepting samples from the states. There are a couple new sources that may be coming online soon, but that is up in the air right now.
Labmax also has a new test that can tell quantity of anavar in the pill, but the test is only good for 10, 25, and 50mg pills. Labmax has said if it is popular enough they will do it for other compounds.

That is semi-easy as long as you know the substance in oil.
You first have to get the statistics of the oil. You can find this on scientific articles as long as you know what oil you uses..GSO etc.
You use the weight of the substance in oil and compare it to expected weight at 100 150 200 etc per ml you calculated from the weight of oil and expected weight of powder at the above concentrations. Any high school lab should have the scales to do this and the rest is math.
If you have no idea on the oil or substance use the mass spec path. If math hurts your head use the mass spec path.

it will only work if you know that they powder used was 100% pure
if they used powder let's say with purity of 50% but it is still about the same weight there is no way you can calculate the purity of the oil.
at best you know if your 10 ml vial has for example 2 grams of powder but you do not know if it is 100% pure powder or far less
so your method is wrong
