Current physique and my goal physique. How many cycles should it take to get there?

Tough to tell from the photo you posted.
How much weight lifting experience do you have. Rolling, grappling, striking, conditioning, I get.
You need some weights
Honestly though, that physique is well within reach even without gear. You’d be amazed what the right strength training program, coupled with a solid nutritional plan can do for you. How old are you?

Not cycles but years of hardwork and weight training to start.
nobody cycles (or advice a cycle) when you haven't given natty bodybuilding a few good years.
Plus IF you just lift weights for a couple of years and get low on the body fat, you'd look "close" to the goal but nobody is that pumped and jacked 24x7x365.
And depending on your training and stuff, it could be done in 1-2 cycles or it could take a lifetime of cycles. I'd say get a good bodybuilding coach and invest a bit of $$$ for quicker results

Don't even think about steroids until you put in a consistent 5 years of serious weight training with proper nutrition.

I think you could reach that goal natty in less than a year. Truly.
Not worth messing with your HPTA at 21 and your natural testosterone levels are booming at the moment. Invest in some solid groceries, whey protein and some creatine and train hard utilizing HIT, strength training and some cardio and there’s no reason you couldn’t look like that in a year or less.
A lot of it has to do with genetics as well and no steroid can overcome that. You have youth, conditioning, newbie gains, a fighters mindset and attainable goals all on your side. Come to the dark side later...trust me

Well, my opinion may differ from others.
I looked at your starting pic pretty good, you have genetics for arms, delts, your chest “can” be decent. You have what appears to be a long torso , the pic is a tad blurred im just going off what i see.
If you are 21 years old, your testosterone should be fairly high, you will recover quickly, have stamina and so on. DO NOT take steroids right now im just telling you.
You can look almost exactly like the dousche bag in the pic, the actor. You can have arms like that probably 17” or less id say, you can have delts like that actually probably bigger, and you can get to that bodyfat i think natural as well it wont be easy but its possible. Your chest may not blow up quite like that i dont know im just speculating which is basically all we can do is provide educated guesses here.
I have no idea he is natty or not, with him being a celebrity my inclination would be leaning towards not natty but I understand the pic was for reference
Learn how to eat and learn how to train this could take months even years to figure out what your body likes best whether it likes high voume training or heavy HIT training whether you are a carb sensitive guy or you need carbs my guess with you would be something in the middle.
Stick around you can learn alot here for free. This is a longterm lifestyle sport for most. Welcome to the forums

There’s a lot of really good advice in this thread so far and probably 200 years of cumulative experience. I too think this is a naturally attainable look for some. You should find that out fairly quickly (2 years done right) if you qualify. I’ll try to add something different.
The actor has really aesthetic chest muscle bellies. That’s where my eye is drawn when I look at him. I believe that’s largely genetic but you may be able to make your chest more like it with secondary exercise choices (still gotta do the main ones). I know Arnold was big on dumbbell pullovers and attributed his long chest to it (again, largely genetic but you theoretically may be able to stretch your torso).
