Assuming a 16 week cycle of Test E 500 (250 E3D) was started and for the first 3 full weeks, no AI was taken. Symptoms of high E2 were present. AI was started week 4 and taken until the end of the cycle. Would those 3 weeks of high E2 be enough to fuse growth plates?

It sounds like you believe that the fusion of growth plate happens secondary to high E2, and that it doesn't happen in other circumstances such as:
* high levels of androgens in the blood
* lifting heavy weights frequently
Why are you so fixated on estrogen's role in this?
Based on what I've read, estrogen is the primary signal used by the body to assess your growth. A spike in estrogen leads to the closure of growth plates.
