Does propecia slow growth?

I have been training for a lot of years naturally, but just now am getting on cycle. It seems like along with the libido drop I can't get as ripped or as strong when I am taking propecia. It's like my muscle looks soft and sort of puffy. Is there any reason for this or am I imagining it?
