It is stretching to the extreme...j/k, Not sure what you mean by extreme.. as there are many forms of stretching. Go to www.bath.ac.uk/~masrjb/Stretch/stretching_1.html it will tell you everything and more.
I think he is refering to the extreme stretching techniques included in the dogg crapp workout method. Bro, I suggest you take a look at this thread:

This is the Dogg crapp workout explained. I don't remember if he explains the extreme stretches, but you can always start your search from there.
