Mainly because they are base compounds so with injectable estered steroids you have to wait nearly 4-6 weeks for the full effects to kick in leaveing only about 4-5 weeks of complete active substance.
Most Ph are methylated as well so thats should never be gone past 4 weeks for the harsh ones and 6 for the mild ones.
Phs also tend to loose there effectiveness after 7 weeks for most you can extend them but it will require an upped doseing scheme for most to had the same gains.
