I read IGF-1 LR3 increases the number of muscle cells and in a way IGF can actually change your genetic capabilities in terms of muscle tissue and cell count

The androgen receptor lies within the muscle cells (among other types of cells). Basically, the steroid molecule floats through the lipid bi-layer, binds to the ar which is dissolved in the cytosol, then it is taken into the nucleus where it dictates what to build. More muslce cells = more androgen receptors.
