No, lactic acid hinders your muscle's ability to quickly reproduce ATP, causing your muscles not to be properly worked out. That is why it is important to have a proper resting period during sets.

I am thinking it is good to not feel a burn due to lactic acid. However, you should feel a pump due to increased blood flow in the muscle being worked.

I believe the most important aspect of a workout is performing more work than the last one. If you perform more reps, sets, lbs., etc. than the last workout, you will improve. Total work performed is more important than muscle pump, lactic acid burn, stretch on the targeted muscles, etc.
