When to start another cycle?

I've read a few posts that you should stay off cycle as long as you stay on cycle. I was just wondering if PCT counts as time off the cycle or on? I did a 1 month M1t cycle and then a 4 week PCT, can I get back on something like PP shortly after my last day of PCT?
