Does this really enhance other steroids' overall effects?

I wouldn't say it enhances the effects of other gear but it is synergistic when combined with other gear for cutting. You need to have a low bf level to actually reap the rewards of taking it. I wouldn't really say the majority of that description is accurate however. You're not going to pack on muscle and have huge strength increases while taking it. It's more or less limited to a dieting compound, in particular for competition when bf levels are much lower then normal.
