Possible Low test test still?

What would be thing's you could do if you find yourself in a situation where u felt your test was still to low after 3month's to a year after doin a cycle, or you nuts size and ejaculation was still off? could u go back on clomid or nolva? Anywhere I could find answer's or research on this for knowledge?
