I'm gonna start doing 60-70 percent mhr cardio in the morning on an empty stomach before my first meal.. my question is, should I still have carbs in my first meal or do I want to have a protein/fat meal instead?

Try both for a given amount of time and see which works better for you. I'd go with a Prot/fat meal and then have carbs 1-2hrs later.
