The way it was expalined to me was that some test is converted to estrogen in the body. To some extent that is normal as men's bodies require some estrogen. Now when you take large amounts of test (enough to put you beyond what is considered "normal") you could also elevate your estrogen beyond what is normal as well.
As far as being shut down. There are posts all over from guys who had levels in the low 300's and the dr puts them on androgel 5's and 3 months later their levels are in the 100's. So it appears that even in lower doses the body will stop producing test sooner or later.
As far as shutting you down forever, I don't know. I am sure time has something to do with it. If you are on hrt for 20 years nonstop, your chances of producing your own again are probably slim and none. For guys who REALLY have low test, that is not an issue. Because why the hell would the want to stop and feel like crap again?
