Are these 10 or 20s, possibly mislabled, pics inside!

Ok, the bottles that I have are all three labled 10s. I ordered two 20s and a 10. However, the 20s say they are 10, but he swears he sent me 20s. Could they just be mislabled? Hopefully you vets will be able to know right away after seeing the pic with the 10 dollar bill.

. ALso, these bottles don't seem like they are filled all the way. I have not used any out of them. Sorry for the stupid questions, but this is my first time. What do you think?

Hard to tell from the pics. But a few things i have to say:

1) all of my 20s are not filled completly as the vials are able to hold 26ml
2) but if the vial on the left is 10ml I highly doubt the right ones are 20s
3) the gear in the right vials looks very cloudy. Most likely it isn't filtered and / or it contains water.. i would not use it or refilter it b4 use.
