normally they don't.
it it gets hold up at customs, it means that they will be inspecting teh package.
Unless you ordered some asperine, you will not receive your shipment but a seizure letter.

Does that also mean they can press charges against both parties if they feel like it?

it depends bro if its gear and your in the U.S nine times out of 10 your not getting shit but a letter.. where u located?
