I know on creatine monohydrate, you have to drink a lot of water during the day for the muscles to be fully saturated and the creatine to take full effect. SAme philosophy with CEE?

Regardless of using creatine or not, not drinking enough water can lead to 5-10% strength loss and other things Im sure you can find a nice list somewhere.
And Basically, if you use creatine and don't drink enough water to flush out shit, cool down, work at opitmal levels, etc.... yes it's effects will be less.
