it could be fungus
i heard about that- used an antifungal cream - doesn't work :S ew
I agree with mizfit; its most likely fungel. I would see a dermatologist about it if it bothers you. You may just need a stronger antifungel cream to put on it. My brother has the same problem. The spots are always there but they aren't really noticable until he is out in the sun and gets a tan. Then the spots either get red or just stay pale; they dont tan naturally like the rest of his skin.
It could also be a very mild form of Psoriasis. At any rate, I say just go see a derm.
Use athletes foot cream!
