It's not as serious as all that. He is saying that they will not need a warrant to open mail in emergency situations, such as a bomb or something, when there is a risk of human life. He said that the post office wil not just go around opening mail they think is suspicious, and they still are not allowed to open first class mail.

It is about damn time there is someone else on this forum that sees things the way they actually are. Bush has spent the last six years cleaning up after phuckhead clinton.
