this is a hard question to answer..

let me pose a question.. with either routine, how are you measuring improvement??? size, or strength increase???

    example,

I do high rep, 20 x 3-4 sets and will increase the weight every other week.. so i know this is working..

I also will change to low reps or static training for 2 weeks every 6 weeks..

so i keep the body growing..

So i guess the answer is, if the routine is making it so you grow, why change, you should change to keep the muscles reacting to different stimuli, but if something isn't working, stop it..
The answer to your every question

What makes you think feeling a "burn" makes you grow?

Try using slightly lighter weight and doing higher rep ranges. Keep switching things up so your muscles don't adapt. I find higher reps give a sick burn, especially on biceps. Also on curling motions, remember to keep your elbows into your sides and back.
