i'm actually looking to buy a bike too so i'm interested as well. i'd like to spend no more than $3k for my first bike.

If this is your first bike then don't do with a 750. I personally starting off would do a 600cc motorcycle. I would rather spend the money for a used 600 then later on when i know i can handle a 600 i would move to a 750cc. I have seen too many riders buy bikes that were "too big" for them, don't be one of them.
Also for a first bike i would go with something used. Chances are you will drop the bike so there is no reason to buy a new one to learn on.
Just my 2 cents.
P.S
I know in my area buying a 600 VS a 750 didnt change much in insurance prices.

There is no "base rate." Insurance will depend on your location, age, driving record, bike type (model) etc.
