Probably before the cardio since you'll have more energy. I don't think it really matters in the grand scheme of things though.
id say before as well...
Before, I hate doing abs when I'm wet with sweat, dripping in my eyes.

Use your glycogen to do your abs, and then deplete with cardio.

i always do it after dunno why ha
if your cutting be better to do after i would have thought as raising heartbeat but not as elevated as doing cardio so not as severe on muscle waisting, more fat burning. if bulking prob be better to do first though as be good to start warming up having the extra weight, and if doing cardio whilst bulking i wouldnt do 45 minutes, id do interval training just for fitness.
