Thats one thing i will never understand, if something is legal when you used it why do you have to pay for it when it becomes illegal. That is f--ked up. and it happens all the time.

pretty much, if its illegal one day and not the other, those on it while legal should be excused, and then given x much time to get it out of there system before testing again..
