not sure if I should rest or strengthen these injuries

Thank you for any insight. I am very frustrated. I think what I have is an injury or strain to my rotator cuff although Im not 100% sure. It had started out with always feeling like a massive knot of muscle under my scalpula that was always crampy. With treatment at chiro he said the knot was adhering to my scalpula and also pulling two ribs out all the time. I think I worked out through this for so long because there wasn't bad pain. Now I have no strength at all in my shoulder and it always seems tight or knoted. I have been stretching it every day and also trying to strengthen it by doing light rotator cuff exercises like the ones mentioned above. What Im not sure about is this.. should I give this injury complete rest for awhile (a thing I find hard to do) or should I continue to work on it and strengthen it more. The one hesitation I have about that is that even doing one rep of a strengthining excersise causes the "knoted" area to burn. Last but not least in my two years of obviously over-training I have some very inflamed tendons around the middle of my hip, like fire when I even touch them, and my hip flexers are shot. I'm assuming from doing my cardio daily (not to sure). I do see a massage therapist weekly for these areas (hasn't gotten me anywhere yet) and I do make sure I always stretch them out good. Is this also something that I completely need to lay off and rest from all cardio and things or can I work through this? Thank you so much if you can help me with any insight to this.

When's the last time you took a complete rest from exercise?

And, providing there was one, what was the duration?

I would say two weeks, when I was on vacation. I knew how bad my hip area was bothering me so I made sure I stretched everyday and didn't do any weights. The only cardio I ended up doing was two walks on the beach near the end of the trip. Well I could still feel it a bit after the walks and soon as I got back to the gym and did one morning of cardio (I usually change up what machines I use) the problem was right back where it was.
