It doesn't matter how much you lift or work out... your body can NOT grow without calories. You can't build a house without bricks... Doesn't matter what you take for steroids or supplements... your body is not going to defy the basic laws of physics and create pounds and pounds of muscle out of thin air.
Check out sites like bodybuilding.com they have a shitload of articles on bulking.
If you can't gain weight, you're not eating enough. Plain and simple. You should be eating 6-7 full meals per day. Doesn't matter if you're hungry or not, when the time rolls around you have to eat. An appetite is not required for eating.
