Just workout your chest hard and be consistent. Genetics can make life rough for you. IMO, here are some important exercises you should do:
Barbell flat - should be first and heavy!
Incline dumbell - focus form but be heavy
Cable flys - form form form! do it somewhat slow and focus on the contraction in your chest.
wide grip dips - you'll get mega chest pump from these
Comes with time after you have lifted long enough it will arise.
Lowering bodyfat will play a huge role even flat breasted bitches have that V
