    The article said that some of the suspects in custody were also being charged with selling ecstacy and were growing marijuana. If this is true, I'm wondering how smart some of the suspects were in the first place.

    Then don't manufacture and distribute, its really that easy. If you use it for personal use, they wont bust you unless you get caught redhanded and even then you will get off pretty easy, because the amount is so small.
