Bit of both, genetic and diet/training. The rectus abdominis naturally form peaks at 6 locations. This is because the muscle is crossed at three tendinous intersections called linae trasversae. It is these intersections that form peaks, and hence create your six pack. Normally the last pair of peaks centers just above the belly button. This describes the 6 sections be commonly refer to as a 6 pack. There are however two more sections, below the belly button that connects the whole muscle to the pelvis. If ones body fat percentage was extremely low, lets say around 3-6%, the bottom two sections will 'peak' and hence an "eight pack" will appear. This however is difficult to obtain, as the lower abdomen is one of your bodies primary storage space of adipose fat tissue and subcutaneous fat. If one was to successfully diet and train, and their genes would support the physical appearance of one, then a 'eight pack' is inevitable. That is if one keeps this 'cutting' diet strict and to the goal in sight.

I myself have had a eight-pack, actually i just lost it before my recent cycle because of the bloat and slight fat gain. But I'm not worried, as i will begin cutting afterwards, and i know that in a few short months i will have it back.
