'YES', there are lots of people who disagree with oral-onlys and 'NO' you won't get results anywhere near a Test-based cycle but if you know how to eat & train and your PCT is in place you can make significant first cycle strides. However, most oral only users graduate to injectables, for obvious superiority reasons!
