What (controlled substance) penalty group do anabolic steroids fall under? Is it 2,3 or 4?

Ok, well I had a friend that was recently arrested during a routine traffic stop for anabolic steroids. He had a syringe with 1.5cc of testosterone e in it. He was taken in and booked. The judge charged him with the offense of "possession of controlled substance penalty group 2". Since they charged him with the wrong penalty group will this help any way in his favor?

From my research penalty group 2 consists of other illegal drugs. (edit)
