I've heard this from many people that hardgainers can eat pretty much anything and their advised to eat as much as they can so they can build a foundation to cycle quicker. Is this true??

IMO eating 'everything' eventually catches up with people, even hardgainers. In other words, if you ate McDonalds and that kind of crap every day, you'd be getting sub par nutrients for one, and secondly that's no way to eat if you're serious about BBing.
You need to find out how much food you need to eat to grow, then eat plenty of it. It should still be quality food though - chicken, beef, eggs, fish, turkey, bison, sweet potato, brown rice, lentils and beans, avacado, olive oil, peanut butter, etc. A good array of lean protein, complex carbs and healthy fats.
Not everything, but dont be afraid to eat the odd carb thats not low GI. White rice, white potato etc...
Also dont be afraid to cheat now and again.
The bodybuilders that put on the most stage weight during the offseason are often the ones that dont "lean gain" during the offseason and stay below 10%. They may put on some bodyfat also going upto around 15-20%.
That's pretty much what I thought to eat A LOT of healthy foods and all the time with a couple cheat meals here and their but the guy who told me they can eat anything I thought he meant like chips, honeybuns, nasty things like that. Thanks guys for the responses just wanted to clarify that up
Definitely not junk food! You may be able to get away with it easier than somebody like me, but it would eventually catch up with you, and it's just unhealthy in general.
If the guy who told you eat 'anything' did mean junk, I would think twice before listening to any advice he gives...
