Magnets, sledge hammer, burn it, laser gun it, grenade , nuke, better yet microwave it for about 20min should do the trick, lol format should be good enough unless your worried about FBI

Do you mean just system folders/files or are you speaking about wiping out an entire HDD?

if its for files or hard drive space use eraser, if its to low level format the hard drive then fresh install a copy of windows, look for software called dariks boot n nuke

True but since I worked at a rather large data center for MS and worked in Secure Data area before we could remove a drive for replacement we always used BC wipe Per MS. I like the fact it will work on free space also instead of the whole drive.

Yes if they REALLY want to find something they will find it even if it's not there..... With as much xxx as I have downloaded over the years, most of it via newsgroups and in batches you don't always know what you are getting until you get it.

Still for the most part no one has to worry unless they have a reason to worry like they are uploading, sharing, distributing files, pictures, data that they should not be. if that is the case eventually they will catch up to you no matter how careful you are.

There are a number of great tools for completely removing info on a Hard Drive with the Hiren boot CD ( you can get this on Demonoid, and likely many other trackers). The tools are manufacturer specific, so if you have a Seagate hard drive you would use the Seagate tool within the boot CD. It works wonders.
