Holy $hit!!! That's a big ass picture! I can barely see it, but from what I can tell, you have little muscle mass and relatively high bodyfat - what we call 'skinny fat' (no offense).
I think the best you can do right now is continue to focus on changing your body composition - don't focus on cutting or bulking. Rather, continue to burn bodyfat slowly while adding LBM. Eating at maintenance and relying on cardio to create a caloric deficit should do the trick.
