not sure.... you can call the pharmacy, tell them you are short on some needles (think diabetic), and can you just come in or do you need an Rx from your doc first?
CA has a thing where it is illegal to buy/possess/sell needles without a scrip, but there are a few specific exceptions allowing one to get needles without, and in particular places. Odd, I know. From personal experience, just buy them online.
Existing law, until December 31, 2010, authorizes a city or county
to authorize a licensed pharmacist to sell or furnish 10 or fewer
hypodermic needles or syringes to a person for human use without a
prescription if the pharmacy is registered with a local health
department in the Disease Prevention Demonstration Project. Existing
law prohibits the possession and sale of drug paraphernalia, but
until December 31, 2010, allows a person, if authorized by a city or
county, to possess 10 or fewer hypodermic needles or syringes if
acquired through an authorized source.

You can 10 at Walgreens too, but they only have slin-pins.
Call some local pharmacise on the phone and ask. Real easy to order via internet these days.
yes i do and i have gone to many thruought the years.CVS, RITE AID, and some small mom and pop rx..like I said it is hit or miss just depending how you act and who the pharmacist is.
