Is it.possible to have a.high test...lets say.600 and still be shutdown...
I say no...guy in my gym said if ur normally at 900 and ur at 600..then ur shutdown

you maybe suppressed but if you are naturally at 600 your not shut down

Shut down, whilst not being the most technical term, would mean you'd have a reading of 0. Ie no test being produced at all.
