ive been lifting for about 7 years now and have never really changed routines between when i was bulking and cutting. do you guys think that it is needed to change your routine in some way when switching from one to the other?

Whether you end up cutting or bulking is almost exclusively controlled by diet. Cardio and training will have a slight effect as well but most mainstream workout routines will be sufficient for either.
actually routines do need to be changed to maximize benefits. While cutting you want to lift heavy on all your compound lifts, to help retain muscle and strength, otherwise your lifts are gonna go down the drain. Also cut back on volume/training frequency else you won't recover fast enough. While bulking you can do more volume per workout and get away with training each body part 2-3 times a week.
The only thing I've ever needed to change is volume. I can't keep up as well when I'm cutting. But routine doesn't change too drastically. After lifting for 7 years, I'm sure you're good at listening to your body. Do that
