Why won;t hrt doc prescribe anavar?

This could be a stupid question, new to this...
I went to my hrt doc last week and asked him if he would give me something to strip the fat. I brought him some info on winstrol and anavar, which he sort of got pissed and said he doesn't prescribe anabolic steroids and that he would lose his license.. But here i am getting test cyp from him, am I missing something?

You could always strip the fat the same way you put it on; Diet. You ate poorly to add the weight, eat healthy to remove it. He is giving you HRT, hormone REPLA***ENT therapy, not steroid supplementation or cycle.
