Entire chest is involved in lifting regardless of your lifting position.
The decline bench, however, leaves out triceps and front deltoids more than both flat and incline, hence allowing to isolate the pectoralis major muscle even more, and yes, decline bench will also allow you to hit the bottom of your chest more than those to as well.
Nothing is required mate. but like TJ said, each routine offers different benefits. Depending on where you are at developmentally (newb, 1st year, 2nd year, or advanced) can guide you what you need to do, along with your goals.
Decline has given me the best OVERALL chest development.
