I am thinking of adding Letrozole during my first cycle of test 400. what dose would i run it at? and is the liquid letro from ar-r good? and do they ship to canada?

Yes. Ar-r is legit.

You should probably hold off on your cycle. At 23 years old you could cause some long term damage.

150 lbs... You should at least entertain the idea of fixing your diet. Use the nutri section for some critique.

Way to light for gear, your diet is the issue, even if you gain on cycle you don't know how to eat to gain which means not knowing how to eat to keep gains.

Also no one can answer this question since it depends on genetic predisposition, how injections are split, partially on diet, and many other things. You basically run the cycle to see if it's needed at all which not many at all need letro especially with 400mg of test unless maybe thru have high bf. But I would focus on diet instead of messing with hormones because you will be dissapointed when you lose the gains after due to diet issues.
