At 19, your body metabolism's at it's peak. You should be on the slender side, it's more healthy. Your body fat's pretty low. If you're in good shape, I'd say you're a normal healthy teenager. If you're asking whether you're healthy enough to take steroids, I'll have to let the vets speak first. They'll give you some wise words of advice that you should listen to.

Ridiculous question. You can still gain 40-50 pounds if not more naturally even if you are an ectomorph and at that age you should take advantage of your already great hormonal balances to gain muscle. Put on weight naturally, gain lifting/ training experience as well as nutrition experience = most important. Take a few year at the very least to build up your natural frame and strengthen tendons ect. Then think about starting aas. Good luck to you, don't take the "easy" way with gear because you will loose out on the years that teach you how to be healthy and keep your gains. Good luck, dont ruin your healthy early.
