Guess it would depend on what you are cycling.
I cant see the problem. Why would you be at a higher risk for infection because of your cycle?
Had a 1/4 sleeve done not long ago. No problems at all. Normal precautions and your gtg.
Had a serious piece on my back last month, no issues what so ever just didnt train my back for 7 days.
Whoever told you that is full of it.
Never had any done... this came from a a tat guy... may still hold off till the conditioning classic is over with

The solution to this issue is blast/cruise instead of cycling duh!

No effect. I've been inked on and off cycle. Absolutely no discernible difference.
I'm about a month in on my cycle and just got one on my inner bicep over the weekend. Hurts like a bitch btw lol. But depending on the spot, you should be fine.
Only difference when getting ink on cycle as far as I and my tattoo artist can notice is bleeding a bit more from the elevated blood pressure / thinner blood (I run baby aspirin to manage my blood pressure on cycle).

I can vouch ribs hurt lol,
My back piece took 7 hours straight which was hard but pleasant in a strange kind of way
