In the morning when your body is dehydrated and has no food in your stomach. That is when my readings vary the least from day to day.

Well IMO you should be going by what the mirror says and not the scale. If you're going to obsess over the scale I don't think the accuracy matters as much as consistency. You want the scale to read you the same all the time, so I think if you always weigh yourself at the same time once a week you'll have a pretty good idea of what your progress is.
This is assuming of course that there is some kind of consistency to your diet and workouts. I like to weigh myself after a week of carb depletion. I know that I'm not carrying too much water at this point, and out of curiosity I weigh myself after my carb load (though this is usually thrown off by massive bowel movements)
I've always assumed the best time is right after you get up in the morning.
