after for sure since your workouts will suffer from running before
I run (or bike) 1hr in the AM and strength training around 7PM nightly. After strength training I hit 30 more mins of cardio.

AM bike ride and PM lifting. Works good for me.
Always after, it is much more efficient that way.
Cardio in the morning, lift in the evening.
I always do cardio after the lift if I'm combining the two.
I started taking an hour long boxing class after I lift. My shoulder hates me but I looking better and better each week
