from what ive read oxandrolone probably increases IGF-1 the most, it has even been used to treat delayed growth just as hGH, which is the king of IGF increase.
Oxandrolone is most known as Anavar made by Pfizer, but you probably cant get hold of that since it costs ridiculus amounts of money and has only recently been manufactured again. Oxandrin(also by Pfizer) is something more likely to find. but most people use ugl brands, which is most of the time not oxandrolone
what do you intend to do wih the IGF increase, treat injuries?
