Clen:legit or not "Spiropent"

My friend has clen in a white bottle full of loose tabs-its labeled Spiropent-i believe its from Mexico....

1.) Are the loose tabs that much underdosed as opposed to the blister packs?
2.) He has a high tolerance and has been popping as many as 10 a day and feels very little effect--does this mean they are not effective?

Spiropent is clen. But i cant tell you if it´s real or not.
