What is your definition of not abusing and using them correctly?
Mine is you should meet all the below requirements.
Over 25
Under 15% body fat
Diet in check for the last 2 years+
Training 5x a week in the gym the last 5+ years and have a GOOD solid base and reached a plateau.
You have a good solid understanding of the many different types of aas, esters, PCT and what to expect as far as gains and side effects.
You have a current blood test of full hormonal panel before you have ever cycled. You will get one done during mid cycle and after PCT.
Meet these as well as possibly other criteria and the dangers are minimized.
The answer is no to any question of the sort, any and all.
Alcohol dangerous if not abused? No.
Guns dangerous if not abused? No.
Rat poison dangerous if not abused? No.
Such questions are just too broad.
Is using steroids in ANY fashion at your young age of 18 years old considered abuse? Yes.

Like most things in life moderation is the key. I believe that if you have the maturity level to accept that you probably arent going to be the next Arnold ( I'm certainly not) that you will be able to keep your goals more realistic. Those that deal with fact as opposed to fantasy will last longer and do better.
Clearly many men have experienced positive results with TRT. The fact is there are few long term medical studies.
If you guys haven't figured it out yet, the kid is 18 and wants you to justify doing a cycle for him.
