There are many factors but the short answer to your question is the active life of a compound. The active life of a compound is the period of time in which an amount of a compound in the body is enough that it will produce the desired effect. Clomid and nolva have an active life of about 5-7 days. Compounds in the body (e.g. nolva, estrogen) are actively competing for binding sites. When one compound is no longer active another takes it's place.
You have to experiment with blood work and find your sweet spot. Nova will block it from attaching to the receptor, but will not eliminate it. So when you are off of it, the sides will start to show from high est. This is why people use Arimidex or Aromasin. Arimidex is a POWERFUL AI and can hinder your gains drastically if you do not find the right dosage. Arimidex stops the production of E almost completely (which is not a good thing).
So to sum it up, estrogen wont do its job if its blocked completely. BW is needed to perfect this.

Which job in specific are you referring to? Keep in mind we use SERMs to competitively bind to the estrogen receptor. The "SER" in SERM stands for "Selective Estrogen Receptor" meaning it is only binding to certain estrogen receptors and blocking estrogen, in other receptor sites it is actually acting as an agonist.
