Perhaps folks here are already aware of the October 2015 Expert Panel conclusions on TD, but it was new to me.
I ran across this recent article that recaps the conclusions from an October 1, 2015 expert panel on Testosterone Deficiency (TD) held in Prague. It's well worth your time to read. The panel consisted of 18 experts from 11 countries on 4 continents. Specialties included urology, endocrinology, internal medicine, diabetology, and basic science research. Experts were invited on the basis of extensive clinical experience with testosterone deficiency and its treatment and/or research experience.

The results of the panel were also published but, unfortunately, in a journal without Open Access, so all we have is the abstract unless you want to fork over the $54 for a PDF!

The goal of the panel was to separate fact from misinformation with regard to TD and its treatment. There were a number of topics covered, but the one I was most happy to see was that there was recognition that Free Testosterone should be measured and that SHBG is an important consideration for men who have symptoms of TD but have otherwise "normal" Total Testosterone levels. I'm one of those individuals with high SHBG and I was thrilled to see that a panel of experts now recognize that the symptoms weren't all in my head.
Anyone have a list of the 18 experts? I've been poking around the internet with no success?
