yea, u can buy and possess both, but once you covert it to liq, it becomes a sche. 2.

As said above, purchasing both the kit and pellets are legal. It's how you use them that seperates the difference between them being legal or illegal.

Some companies want proof of ownership of cattle, but its not a law. You shouldnt have a hard time finding a company that will sell you pellets without cattle proof
