Cuz isnt cutting basically when you gain lean mass and no fat?
And bulking is with a little fat?

Cutting is shedding the excess body fat while attempting to hold onto as much lean muscle as possible- i.e. the lean muscle you have built while bulking.
It is extremely hard to gain lean mass while cutting bf% at the same time.
